Beijing, September 26 (ZXS) -- Liu Bingjiang, director of the Department of Atmospheric Environment of the Ministry of Ecology and Environment of China, pointed out in Beijing on 26 September that the current progress of ultra-low emission transformation of China's steel industry has exceeded expectations, and the 610 million tons of crude steel production capacity of 228 steel enterprises across the country is implementing ultra-low emission transformation.
Liu Bingjiang pointed out at the 2020 (11th) China Steel Energy Conservation and Emission Reduction Forum held on the same day that the above-mentioned enterprises that are implementing ultra-low emission transformation include 159 crude steel production capacity of about 450 million tons in key areas. In addition, 82 enterprises in key regions (330 million tons of crude steel production capacity, accounting for 60% of the total production capacity in key areas) are carrying out assessment and monitoring work. Shougang, TISCO, HBIS, Angang, Jianlong, Xinxing Casting Pipe and other steel companies under the steel group are carrying out assessment and monitoring.
In April 2019, the Ministry of Ecology and Environment and other five ministries and commissions jointly issued the "Opinions on Promoting the Implementation of Ultra-low Emissions in the Steel Industry", which clarified the tasks and goals of ultra-low emission transformation of enterprises. The opinions require that steel enterprises should run ultra-low emissions through the whole process, the whole process and the whole life cycle, and form corporate philosophy and production habits.
He Wenbo, secretary of the party committee and executive chairman of the China Iron and Steel Association, pointed out that up to now, a total of 22 provincial ecological and environmental departments have issued ultra-low transformation implementation plans, and the implementation is unprecedented.
The new policy proposes certain incentives, including environmental tax incentives, tax incentives for the purchase of special equipment for environmental protection and financial subsidies for enterprises that do well. At the same time, during the response to heavily polluted weather, steel enterprises with organized emissions, fugitive emissions and clean transportation that meet the requirements of ultra-low emissions will not stop production and limit production.
He Wenbo pointed out that the assessment and judgment standards for ultra-low emission transformation will continue to be tightened, and steel companies can only achieve the high-quality landing of ultra-low emission transformation work in the steel industry, rather than formalities, only by increasing environmental protection investment, selecting feasible processes, controlling construction quality, strictly operating and operating management, and realizing the soft power of hardware investment in environmental pollution prevention and control facilities and continuous high-quality operation and maintenance management.
