From May 24 to 25, 2023, the Department of Industry of the National Development and Reform Commission and the Department of Energy Conservation of the Ministry of Industry and Information Technology organized a national on-site meeting on energy conservation and carbon reduction in key areas in Ningbo, Zhejiang Province. 

It is reported that the meeting put forward the requirements for the implementation of the next step from the aspects of focusing on key areas, optimizing and improving the list plan, and promoting the classification transformation and upgrading, and at the same time, the participants visited and investigated Zhenhai Refining, Zhenyang Development, Jintian Copper, Ningbo Steel, Wanhua Chlor-alkali, Daxie Petrochemical and other enterprises.

Soon after, on May 30, the Department of Environment and Resources of the National Development and Reform Commission held a symposium on energy conservation in some provinces and cities, emphasizing the need to vigorously implement energy-saving, carbon-reduction and efficiency enhancement actions, and effectively do a good job in energy conservation in the second half of the "14th Five-Year Plan". 

The symposium proposed that it is necessary to pay close attention to the "14th Five-Year Plan" energy-saving goals and tasks, promote the energy-saving and carbon-reduction transformation of coal-power, steel, nonferrous metals, petrochemicals, chemicals, building materials and other industries, implement the upgrading of boilers, motors, transformers, refrigeration, lighting, home appliances and other equipment, and strengthen the energy-saving management of key energy-using units.

In key areas and key units, it can be said that energy conservation, emission reduction, pollution reduction and carbon reduction have been implemented quite thoroughly.

Previously, the National Development and Reform Commission issued the "Guiding Opinions on Accelerating the Renewal and Transformation of Products and Equipment in Key Areas", the Department of Industry of the National Development and Reform Commission and the Department of Energy Conservation of the Ministry of Industry and Information Technology organized and held a scheduling meeting on energy conservation and carbon reduction in key areas, and the five departments jointly issued the "Advanced Level of Energy Efficiency, Energy Conservation Level and Access Level of Key Energy-using Products and Equipment (2022 Edition)", and the Ministry of Ecology and Environment issued the "Measures for the Management of the Directory of Key Units of Environmental Supervision"...

It can be seen that coal power, iron and steel, nonferrous metals, petrochemicals, chemicals, building materials and other industries are on the cusp of green and low-carbon transformation.

The industry has said that small and medium-sized enterprises in key areas have the greatest pressure and the most difficulties in energy conservation and emission reduction, mainly reflected in energy utilization, environmental pollution control capabilities, digital capabilities, technological innovation capabilities and other aspects are still relatively low, and are subject to technology and capital. For example, in the steel industry, the smaller scale needs to be improved in terms of energy, resources and water efficiency, and the management system is relatively single.

Many experts suggest that fiscal and tax financial support for energy-saving and carbon-reduction technology innovation should be increased. This can be divided into two aspects, on the one hand, through national and local financial support to encourage innovation, on the other hand, vigorously develop the green finance industry, through market capital to open up energy conservation and carbon reduction "green channels" for small and medium-sized enterprises.
